IMPORTANT TEXAS WINDSTORM INFORMATION
For Property Owners in Designated Catastrophe Areas
Properties located in Texas designated catastrophe areas may be subject to special windstorm inspection and certification requirements for eligibility for wind and hail coverage through the Texas Windstorm Insurance Association (TWIA).
Most new construction, roof replacements, major repairs and other alterations require an inspection and Certificate of Compliance. However, not every repair or improvement requires windstorm certification. Property owners should determine the requirements that apply to their specific property and project before construction begins.
For qualifying ongoing construction, inspections may be performed while the work is underway by a Texas Department of Insurance (TDI) windstorm inspector or an appointed Texas-licensed professional engineer. After required inspections are approved, TDI may issue a WPI-8 Certificate of Compliance. A WPI-8E applies to qualifying completed construction and follows a separate certification process.
Beginning April 1, 2026, applicable WPI-1 applications must be certified in accordance with the 2024 International Residential Code (IRC) or 2024 International Building Code (IBC), as applicable.
Living in the Danger Zones provides educational information to help property owners better understand the Texas windstorm process. Living in the Danger Zones is not the Texas Department of Insurance (TDI) or the Texas Windstorm Insurance Association (TWIA). Property owners should verify the requirements applicable to their specific property and project with TDI, an appropriately qualified windstorm professional, and their insurance professional before construction begins.
For projects requiring Texas windstorm engineering, inspection, or certification, Living in the Danger Zones encourages property owners to consider keeping the windstorm engineering and certification process independent from the contractor performing the construction work. Living in the Danger Zones may make a participating Texas-licensed professional engineer appointed by TDI as an Appointed Qualified Inspector (AQI) available to members who choose to use that provider. Use of any participating provider does not guarantee issuance of a WPI-8 or other Certificate of Compliance, code compliance, insurance eligibility, or any particular project outcome.
Memberships are billed annually. The Contractor & Service Provider Directory available to paid members may include paid participating businesses, including contractors, service providers, vendors, suppliers, and other property-related businesses that pay a fee to be listed. Living in the Danger Zones may establish screening, documentation, insurance, experience, testing, or other eligibility requirements for participation in the Directory. Completion of those requirements does not constitute an endorsement, recommendation, certification, warranty, or guarantee by Living in the Danger Zones of any participating business, its workmanship, products, services, pricing, licensing, insurance status, availability, regulatory compliance, or future performance. Members remain responsible for independently evaluating and selecting any participating business and should perform their own due diligence before entering into an agreement or purchasing products or services.
